An event is a signed, typed statement that something happened in the physical world or in commercial agreement. PAEE consumes events. ACE does not emit events that mutate custody by themselves.

Evidence
Photos, weights, and identity checks are payloads, not decoration. Incomplete events should fail preconditions rather than invent a success state. That discipline is what makes programmable J1USD settlement possible.
Oracles as event sources
A customs clearance flag or IoT seal break can arrive via an oracle-shaped event. The oracle still does not call δ internally; PAEE does, if the event is accepted.
